Perhaps you could do the same, as an ex-registrar employee.

Or perhaps Todd could have simply asked people or done some research
as most of the other contributors to this thread have done in the
past.

I've written to Todd off list in the past, trying to inform him about
his faulty understanding of process.  It does no good.  So now I will
simply point it out  for him, and perhaps eventually he will get the
clue.
