Which begs the question of what one means by "root". There should be a
consistent namespace. But the question of "authority" for obtaining a
consistent namespace is not a technical issue.
The NIST, for example, defines what is a "liter" in the United States.
Enforcement of weights and measures statutes is in the hands of 50 separate
state agencies.
