But that's exactly the reason.

GAC incurs in a higher cost, and this will have to be refunded by ICANN, for 
*not* providing mechanisms like e-mail archives, audio recordings of 
meetings, etc.

I remember when unleaded gasoline was introduced: it had a higher price than 
regular, due to the cost of *not* putting lead into it.
