[ga] WLS Action by BoD

The resolution of the BoD in Bucharest indicated prompt action on WLS
after the TF/NC report/recommendation was delivered to it. The final
report/recommendation was delivered to the BoD on 7/29.

That's about 3 weeks ago.  Is it too soon to expect action from the
BoD on this issue?
