Danny and all assembly members,
It is and has been clear for sometime for the astute observer or
active stakeholder/user - Participant, that ICANN intends through
the ERC to swallow whole some of the policy role, if not all, of the
ASO and the RIR's. This is borne as has been known for some time
now also that the RIR's are short on cash, most especially ARIN and
APNIC. Hence in that ICANN itself is seeking funding from the
USG predominantly, further centralizing policy decisions for
RIR's is the direction in mind by Louis and Stuart Lynn...
