Some in the general public might even have the impression that this is a
core function for its existence.

the Council agenda the prospect of convening an open Working Group to
formulate such policy recommendations."

Please, not another working group, task force, advisory committee or
whatever else one cares to call it.  And you know as well as anyone Danny
how much weight any conclusions from these type groups carry with the Board
(staff), DNSO or otherwise.  So what, we have another working group to
discuss the same issues dating back to 1997 (and prior) that will take
another year and in the end the Board (staff) twists it around however it
pleases or flat shoots it down, whatever the conclusions.  Then people can
make hundreds of more posts to ICANN mailing lists discussing yet again how
and why the Board is unaccountable.  Please, I have seen this movie and I
have had enough of it.  Just hold ICANN accountable for its core mission,
set the criteria for entry where competition is concerned at the top level,
or explain why it is unable to do so (i.e. including those other types of
stability besides just technical stability).  In terms of actual
implementation, all that needs to happen is to remove the subjectivity that
engulfed the first round process.  We do not need another WG to arrive at
this conclusion.
