the last I checked, ICANN gets a percentage of domain name fees.  Its
ability to price fix has been confined to the registry wholesale level and
Verisign is busy working that angle.  So, let's not get too carried away.
How about arguing that the non-profit ICANN should be mandated to work off
of a zero based budget rather than notions it should in fact be the
registry and registrar of DNS with satellite offices called registries and
registrars.
