Although it is not really the result of an ITU action, one can note
that it is not a progress. The Worldcom and KPNQwest failures show
that you cannot trust "the private industry" with things like, for
instance, the subject of this mailing list.

Yes, and it does not seem that they are private actors outside of the
corporate world, such as NGO?
