Why? It would seem to be in the best interest of the DNSO and the GA to
include all who want to join. If I'm not mistaken the GA can accept them
anyway. Also if I'm not mistaken the DNSO has a purpose which is such that
not including as much of the public as possible would be a conflict with
that purpose.
