There is no doubt here.

Changing the charter of a TLD that has been in existence and used as
an open TLD for so many years, with over 6,000,000 current domain
registrants, any change in the charter is and should be considered
absolutely unacceptable.  Even a change which exempts current
registrants would have a harmful effect on them.

Any plan which tries to make such a change should be vigorously
opposed.
