[ga-procedures] GA-Chair election procedure proposal
> Proposal for the election of the GA-Chair
>
> 1. Electorate
> All individuals subscribed to either the "announcement list" or the
> "General Assembly list" as defined in http://www.dnso.org/listsdnso.html -
> section "Announcements and General Assembly lists" - are eligible to
> nominate a GA Chairman for consideration by the NC.
> For practical purposes, the contents of these lists will be frozen by
> DNSO-Admin at a date defined by the NC.
> As soon as the lists are frozen, the NC should ensure to the largest
> extent possible that the addresses included in the list correspond to real
> individuals, that there is no individual appearing in the list with
> multiple addresses, and that there are no other potentially fraudolent
> attempts to cast votes not having the right to do so.
> The NC can perform this verification directly, or appoint a special
> committee to do so on its behalf. In any case, the result of the findings
> will be presented by the NC to the GA before the ballot operation for the
> selection of the candidates start (see 3. below).
>
> 2. Candidatures
> Starting 1999-11-26, and until 1999-12-02, at a time of day to be defined
> by the NC, any member of the electorate as defined in 1. above can propose
> the name of one or more candidates for the office of GA-Chair.
> Any person whose name has been proposed has through 1999-12-03, at a time
> of day to be defined by the NC, to accept the nomination, and to file a
> statement explaining how he or she will carry out the job of chair, and
> setting out his or her views as to the GA's relationship with the NC and
> the constituencies, and its role in the DNSO.
> Any person who does not accept the nomination, and file the statement, by
> that deadline can't be considered.
>
> 3. Verification
> The NC presents to the GA the result of the investigation on potential
> fraudolent registrations of electors.
> In case of severe risk of significant frauds, the NC has the power of
> suspending the election process with a motivated statement.
> The voting operations will be resumed when the cases pointed out will be
> clarified, or at least reduced to an extent that cannot significantly
> modify the result.
>
> 4. Polling
> Starting 1999-12-03, and until 1999-12-10, at a time of day to be defined
> by the NC, any member of the electorate as defined in 1. above can cast a
> vote for up to five candidates that have accepted the nomination as
> defined in 2. above.
> A specific E-Mail address will be provided by DNSO-Admin on behalf of the
> NC for addressing the ballots.
>
> 5. Results
> The five candidates with more support will be forwarded to the NC.
> The NC selects the GA-Chair among these candidates with a method of its
> choice.
>
>
> Notes:
>
> a) Number of ballots/candidates to be forwarded
> The number of *three* candidates would be more appropriate, but the number
> of *five* is proposed in order to further reduce the risk of frauds
> related to the presence of ballots from non qualified E-Mail addresses.
>
> b) Dates
> This schedule differs from the original plan from the NC. This
> modification is necessary to allow the electors to express their
> preference on a list of candidates that have accepted the nomination and
> not disperse their votes on candidates that will decline nomination.
>
> c) About the proposal
> I largely included sentences from other contributions in the GA-list, in
> particular from Jon Weinberg: this does not mean endorsement of this
> proposal from his part or from any other contributor to the list.
> It simply means that the deadline is approaching, we only have one
> proposal in the pipe, the list is silent, and I think that one more
> proposal can be helpful, in lack of time to come to a more comprehensive
> compromise.
