They are not competitive roots at all as you clearly point out.  They are
private roots with an obvious commercial bias, set up to capitalise on a
perceived market.  You point this out in your post.

As private roots they should not be using IP routable addresses, they
should be restricted to the IP ranges set aside for private domains.

There are already policies and standards for these matters.  No need for
ICANN to do anything except to  enforce the rules the majority abide by.
