OK, the conclusions seem definite by now:

- Jeff Williams is sending mail to people directly from his account at
   mindspring.com, not going via the dnso.org machines, and not listing the
   recipients in the headers; this is what is normally called "BCCing".
- Jeff Williams does not at the moment have access to the membership of
   the GA mailing lists.

The only place where technical steps can be taken to make him stop sending 
these messages in this way is the administration of the mindspring.com 
email service.
