Deciding to accept or reject the offer of the .TLD TLD was making a
decision on what happened to the TLD. TLDA declined the offer but could
have accepted it.

Makes good sense. Note I was not commenting on the decision but the fact
the decision was there to be made by a limited number of individuals.

ICANN has been offered a number of TLD's, mostly with strings attached.
There has been a great deal of discussion on the issue and ICANN has been
seeking input from a large number of people as to the appropriateness of
accepting such offers.
