[ga-roots] The Root of the Problem

Our future in six easy steps:

Step One.  The General Assembly brings a domain name policy issue to the
attention of Kent Crispin.

Step Two.  Mr. Crispin drafts an appropriate RFC which is then forwarded to
the ICANN Staff.

Step Three.  The ICANN Staff formulates the new domain name policy and
issues it as a "discussion paper".

Step Four.  The DNSO articulates its discontent and the NC "reluctantly"
passes a resolution.

Step Five.  The Board makes a few cosmetic changes in response to "community
input" and adopts the Staff recommendation.

Step Six.  The ICANN Board restructures the DNSO, replacing it with the
ICANN staff.  Public comments forum still exists.
