This is one potential interpretation. However I don't think that
interpretation
is what was intended. Instead it is my understanding that DOC is not going
to oppose or otherwise stand in the way of TLD's that are not "ICANN
Approved", what ever that really means, and that such registries and Root
structures are welcome to the internet community.
