The alternative roots are in competition with each other, Bruce.
Anything they are doing together is more like a group of smaller
competitors co-operating to make themselves more competitive against
the larger competitor.
There is no reason for competitive root systems to come to any
accommodation with competitors, unless they gain something from the
relationship.
What would ICANN possibly gain from any sort of agreement with the
competitive alternative roots? What do they have to offer ICANN that
makes ICANN giving them what amounts to HUGE concessions a worthwhile
consideration? ICANN would be giving up a lot in that kind of a deal.
There is really no reason for ICANN to do so. And there is certainly
no legal obligation to.
