ICANN has NOTHING. I think you mean the USG here. None the less
stability is threatened should the launching of .INFO and .BIZ go forward in
that there is already a registry in operation for both of these potential
new gTLD's in the USG/Legacy Roots. As such, collisions will undoubtedly
occur at some point in time. THAT IS a stability issue!

True if they were to shut down. But that is really not the real issue.
The issue is that the ICANN BoD has recommended to the DOC/NTIA
a potential stability threatening situation with .BIZ and .INFO if the
already existing registries for these two gTLD's continue in operation,
of if the USG/Legacy Roots have them entered.
