And instead of planning strategies etc. it just declares the problem as not
existent?

Most of the alt.roots do not use the ICANN root as their "base". There is
either a misunderstanding, or a miswording.
A real alt.root in fact cannot use the ICANN root, because all their
alt.TLDs wouldn't resolve.
