Does not follow at all. Registrars can establish working standards
by themselves, without calling on ICANN to be the "big daddy."
(I believe that was one of the purposes of forming the new group
made up of TLD owners, the name of which escapes me at the
moment.) Let's give the registars some credit here for the ability
to run their show properly -- if they can't create a stable internet,
they're out of business, and no one needs ICANN mucking about
in that process -- it's already done enough damage.
