Excellent call here Dassa,

For instance regarding the monitors; we can vote them in or out but there is
no process for doing so.  I think a real simple procedure like an outline
with required timing and numbers be established.  We could tone down the
announcement as used by the secretariat and adopt a procedure which is
similar.
