I think the procedure is present. Something qualifies for advancement as
a motion when the GA Chair sees it rise above the bedlam into some
coherent form. Prior to that step, there should be no "motions," but
instead a vigorous discussion of some single identifiable issue. After a
good bit of that, as was done on the Individual Constituency thing,
there is then put together a Motion. Inevitably, there will be some
argument over the exact wording of the motion (which might better
have been settled on earlier), but in any event the Chair finally has
something that can be moved on up; it is so moved on up, and a
formal vote under established procedures is taken. Simplest thing
in the world -- about to be implemented in an analogous form in
the upcoming vote on today's "Call for nomination of candidates
to represent the GA to the Names Council Review Task Force --
if people would just get off this "procedures and process" kick and
use the simple tools already in existence.
