  Maybe I should have been more clear.  Of course you are correct
to a point.  That being that with 50%+1 you have a "Majority
Consensus".  But to say that you have polarization is not quite
accurate, as you would obviously have a thin majority.  But
your close...  >;)

  Well I would think that is a matter of conjecture and opinion.  And it
would
also depend on the issue to some degree as well.  For instance, George
Bush did not receive the majority of the popular vote, yet he carried most
of the states and therefore won the electoral college votes.  Is that
a non consensus or a consensus?  Which ever it is he is still the elected
president....  Another even more recent example would be that
in the US Senate recently Sen.  Jeffords changed parties from Republican
to Democrat and a new Majority Leader ( not a democrat) and all the
Committee Chairs changed from Republican to Democrat.  Is this
not recognized as a Consensus or Majority Consensus, even though
the difference is only one (1) vote/Senator?
