It is precisely because the WIPO comment period has ended that I am
now raising these as DNSO issues because this is where the proposals
will/should come.

The WIPO consultation process is one mainly within the intellectual
property community.  It is up to the DNSO to consider what consensus
if any there is within the internet community which is quite a
different thing.
