[ga-udrp] UDRP Questionnaire

The first objective of the NC's UDRP Task Force (June 29 – August 14), is to 
create a questionnaire to solicit public comment through a bottom up, 
consensus-building DNSO process regarding various aspects of the existing 
UDRP.  

They indicate that the questionnaire shall be created with an eye toward 
identifying potential areas for reform, including without limitation:

01.     forum shopping
02.     publication of complaints and answers
03.     appeals
04.     reverse domain name hijacking
05.     quality of decisions
06.     speed of decisions
07.     precedential affect of decisions within and outside of UDRP
08.     costs
09.     continuity of decisions among and within panels
10.     res judicata effect of decisions within and outside the UDRP
11.     requirements for bad faith (i.e., domain name registration and/or use)
12.     fairness of Provider’s supplemental rules
13.     ability to amend complaint

The General Assembly can assist in this process through this list, and can 
offer guidance to its soon-to-be-selected representative by beginning work on 
this questionnaire.  You may wish to use a topic header approach [11] (for 
bad faith) to organize threads for ease of discussion.
