The GAC Representative for France, Mr. Alain Le Gourrierec is officially
the head of the Directorate for Scientific and Technical Co-operation
(DCST), technically under the Directorate for cultural at the Ministry of
Foreign Affairs/Ministere des Affaires Etrangeres.

As for the status of Ambassador, it is well know the Ministere des
Affaires Etrangeres issues ambassadorships whenever expedient, so don't
let that throw you.  He's just one of the boys.
