[ga] ICANN bylaws changes

	ICANN has set out some proposed changes in the bylaws for public comment.
The one most directly relevant to the GA would change the following bylaws
language:  "The GA shall nominate, pursuant to procedures adopted by the NC
and approved by the Board, persons to serve on the Board in those seats
reserved for the DNSO."  The new language would read:  "*Participants in*
the GA shall nominate, pursuant to procedures adopted by the NC and
approved by the Board, persons to serve on the Board in those seats
reserved for the DNSO."  Comments are due Friday.
