On the rather fundamental subject of government of
governments having sovereignty over country code
TLDs and the recent pronouncements of the GAC,
GA members might wish to be aware of a requesting
letter and brief submitted to the ICANN Board
by the Internet Rights Coalition.

One would hope that, as requested, it is made
available on the ICANN site soon.  In the meantime

The letter also requests that time be allocated
for discussion of this subject at the Wednesday
ICANN open meeting, and that some kind of open
proceeding be established.

In any case, there will be a BOF on this matter
on Sunday evening, and perhaps again later in the
week.
