That is the point. The GA does not have explicit power to nominate either
the chair or the BoD candidates. The NC is only asking out of politeness and
to prevent the GA from being a total sham. In addition, every seat on the NC
is by appointment from the ICANN BoD. The ICANN BoD is electable only by the
ICANN membership, which doesn't exist at the moment.
IOW, it's a pretty tight ship and the only hole is corked and caulked.
