On June 25, the NC members voted to define GA membership as those on the
general discussion list of the DNSO.

2.the discuss@dnso.org list is regarded to be the GA of the DNSO

There was no participation in that decision from the gTLD constituency, and
the NCDHC was not yet recognized. An appropriate first step would be to
poll those two constituencies for their input on this definition of the GA.
Since the DNSO list is only a one-way announcement list, it seems prudent
to ask that GA members join the discussion list as a commitment to a deeper
involvement in the issues. A digest form of the GA discussion list should
be available in anticipation of days when traffic is heavy and subscribers
feel burdened by all the noise.
It troubles me that the discussion proceeds for a GA chair without firmly
fixing who is in the GA. Furthermore, it should be a given that only
members of the GA can be nominees for the GA chair. I think ICANN's
outside counsel suggested that need not be so, but I cannot conceive of a
reason for such a workaround.
