[ga] Extension of Deadline?

I have a sense that we're working positively toward a proposal, but that the
time is simply too short. Wouldn't a request to the NC for an extension of
the deadline be in order? Move the deadline for a proposal back to December
1st?

Given the difficulties on the GA lately, the lack of a firm proposal is not
surprising, but the recent dialogue is encouraging. Let's give ourselves a
reasonable chance to see if we can do something constructive.
