But still is not imperative to do it in such way. A registry should, at
least, delgate the domian requested regardless of the operativity of such
domain.

Not everyone can have in the same time such requirements meeted...A person
should have the right to have their domain operative only with the primary
name server IP.

Good or not good design, a registry should take in cout the reality of
their clients..and be flexible in their registration...not be so rigid as
Randy is doing, knwing thatthe only one who do the registrations for Kenya
is him!
