Interestingly, Canadian banks do not charge any fees for cheques
deposited which are drawn on US banks, for whatever reason.

There may be a country/bank combination which has better coverage and
no fees than those mentioned to date. It may be that one
'validator/chequing account' might work for the entire EU.

Regardless of using cheques for validation, if you are going to
validate, I think any system will have to have a number of different
ways to validate so an individual can chose the one best suited to
them. e.g., in-person validation, check validation, notary
validation, personal key validation, phone book listing plus
callback, email references, written references, and probably some
others that I can't think of.

It would take a very very low level of validation to eliminate the
Jensens, Davises, and Hollingsworths.
