[ga] Another random ID suggestion



Suggestion for an ID mechanism:

- Appoint a sergeant-at-arms for the GA.
   This may be the chair, or someone appointed by the chair, or a group
   appointed by the chair, or.....

- At the baseline, consider the ability to receive email proof of existence.
   That's done automagically for you by Majordomo's "+confirm" option.

- In the info material sent out when subscribing, note that any participant
   can be required to prove his existence (see website for details), and may
   lose posting rights if such proof cannot be given.

- When someone complains to the sergeant-at-arms alleging nonexistence for a
   certain person, the s-a-a will contact the person using email, and ask for
   proof *satisfying the s-a-a* that the person exists, and satisfies the
   criteria for GA membership.
   (One can imagine other reasons for losing posting rights, like abusive
   behaviour. But that should be for a limited time period, IMHO.)

- Someone who loses posting rights gets all his postings sent to another
   mailing list (ga-rejects?). Anyone can subscribe to that list; we don't
   want to silence these "voices", we just want to exercise a right not to
   listen.

- All decisions by the s-a-a to remove are made public, with reason.
   All decisions by the s-a-a to accept a certain type of documentation
   is made public; it is reasonable for later problematic cases to expect
   that the same type of proof will be accepted again.

Advantages: People whose credentials are not challenged have zero cost.
Disadvantages: Very few checks and balances - basically the only solution 
to abuse is firing the s-a-a; if the chair backs the s-a-a, the only people 
who can fire the chair are the NC.

But it's simple.
