A concrete case in point, there are no "checking accounts" whatsoever
in Japan. Of course there are ways to transfer money, but there would
be no way to verify identity of the person who is paying the "fee."
Here, I guess you could ask for faxed copy of some form of identification
to accompany a bank to bank transfer. But for the average individual, this
would be a fairly onerous task - well, more likely it would be a pain.
