First of all, this is WAY old news, and secondly, state license plates
have nothing to do with the US Govt.  The "Internet C@pital" campaign was
begun to try and publicize Virgina as the "east coast" Silicon Valley, and
to draw more tech companies into their state.

Massachusetts is doing something very similar, having now dubbed
themselves the ".COMmonwealth" (pronounced "dot commonwealth") and are
actively advertising themselves as such to draw high tech net firms into
their state.
