[ga] Formalizing the rules......

tangential to the present discussion:

would there be general agreement that if there are rules for refusing 
people the right to post to the GA list, they should ideally be:

- Publicly available
- Explicit
- Consistently applied?

I see the current listadmin action as someone doing what he thinks is 
required in the absence of guidelines; a similar situation on the IETF list 
was helped greatly by the development of guidelines.
