The crossposting rule is about posting messages to the GA list and to other
lists.
As you all know, the Internet mail architecture gives no way to distinguish
between a mailing list and a person.
And due to the nature of the standard "reply" function, having multiple
addresses in To: and CC: *must* be allowed (as in this post).
Therefore, the crossposting filter works by stopping messages that contain
addresses known to be mailing lists that have been crossposted to in the past.
No other way to enforce it, and it has to be enforced, since the posters do
not respect the rule.
