Re: [ga] PAB Rules v. RROR
The critical difference between the PAB and the GA is, I think, this:
PAB rules (from Mark's draft):
PAB Member: an individual representative of a signatory of the gTLD-MoU
that has elected participate in the PAB
Active PAB Members: those PAB members who are subscribed to the PAB mailing
list, and who therefore may vote using the mechanism referenced below
GA rules (from DNSO homepage):
THE GENERAL ASSEMBLY
(a) The GA shall be an open forum for participation in the work of the
DNSO, and open to all who are willing to contribute effort to the work of
the DNSO.
The difference (in theory) is that a PAB member who cannot show that he is
the representative of an organization that has signed the GTLD-MOU can be
summarily excluded.
In the GA, the only thing that can be done to a member is to ask him to
shut up; by definition, the forum is open.
