The hard part here is what constitutes "use."
I can "use" a domain name to name systems in a network, and never use it for
email or a website or ftp site, or other commonly known services.
I can "use" a domain name for email only, and not even have an IP address for
the domain, much less a website.
I can "use" a domain name strictly for many other not "commonly" thought of
ways without there being a website or other "common" services attached to it.
"Use" is a relative term in this respect, and I would be very careful that we
not equate domain names strictly to website usage. That is only one "common"
purpose for them.
