It is not the noisemakers who are tying this group in "notes", but rather
the attempt to suppress them, which (predictably) has generated far more
disruption than they could ever hope to create on their own.

The way to combat the noisemakers is to give them the amount of attention
they deserve, which is none.  Proposing rules to deal with them is no better
than responding to them - it merely feeds their egos.
