I agree in principal with Ellen here. Arriving at a default file size for
attachments could be easily agreed upon I believe so as to meet other
requirements (Digital signatures and other text/graphics attachments and
or presentation software generated).

Agreed. The issue of censorship of individuals should not be a list
rule factor at all. Personal filters can address this issue.
