Roeland and all,

  We already have something VERY similar to what you are suggesting
set up that can be moved over to the DNSO.ORG site in a matter of
a couple of days at most.  The only extra thing required would be
an announce posting with a URL by which to register.  At that point
a CA will be generated and sent to the person that registered.  This
can also be done through a Web interface similar to Verisign's for instance.
or directly from a E-Mail form.
