Yes, it can amount to "Tyranny of the Majority" but if the stark choice is
between tyranny of the majority or the tyranny of hecklers, fairness give
more weight to the majority.
Anyway, those who feel strongly about the protection given to dissenters,
will vote in accordance with their conscience. In a fair-minded group,
there is little to worry about.
Such voting should really only take place when long-term removal is at stake.
And... you need a voters' roll, before such a vote can have any legitimacy.
