You can only use one E-Mail address with unique "Message ID" would
determine this. The software used as a voting mechanism can easily check this.
That is at least one way to eliminate this particular problem, Harald.
There are others though. Hence the suggestion that I an David Jenson
made in that the DNSO must assign a E-Mail address for each participant
when subscribing to the list, making sure to check "Message ID" when they
do subscribe. That should address your and others concern here as well
adequately enough, and not have a need for PKI necessarily.

Challenge is fine, but is not legal in the US and other countries. Hence
making it
a non-workable and non-exceptable method unless you can guarantee privacy
of those challenged and the challenge also applies to everyone. This has not
been
done as you well know. Hence making this method problematic at best.
Therefore an uninterested third party should be involved here in order for this
method to be creditable. That, as far as I am aware, is not in place presently.
