Just more trying to get things to say something they don't. Nothing there
legitimizes IANA having authority to add new gTLDs. It really is a wasted
effort, Simon. There is no document that gives IANA this authority.
Again, just ask Richard Sexton, he seems to be well caught up on this issue.
