NSI??? :) I think we can safely have consensus that NSI doesn't have and
never had that authority. The directive NSF issued to ignore any IANA requests
for new TLDs that were not ccTLDs is quite clear on just who held the control.
If IANA had the authority, we wouldn't be sitting here having this conversation
on this list. We would have had 7 new gTLDs added some years ago.
