This is bogus. By objective sofware metrics, one of the very best code
development methodologies is rapid prototyping. Most of the most
important software products in existence started from prototypes. Every
signigicant software product goes through many revisions. Stepwise
refinement is completely standard design/implementation practice.
That's why we have alpha and beta releases. That's why we have version
numbers.
