A constituency is a concept.
The current IDNO membership rules (defining Individual DN ownership) have
been accepted and ratified by the membership. These can form the basis of a
recognition in principle, just as the NCDNHC was recognized in principle
before it was organized.
What any grouping of Individual DN owners will need to know as part of its
bootstrapping process is the *acceptance in principle* of this eighth
constituency of the DNSO.
As we have experienced in the last nine months, the uncertainty about
acceptance has been a major factor in the difficulties that the IDNO had to
face.
A grouping that in the end does not get representation on the NC can be
structured differently.
