It's a trust issue. If the trust to exercise that task exists, then 
democratic oversight is not needed. If it does not exist, you are already 
compromised. Democratic oversight deals only with the symptoms created by 
that lack of trust. It doesn't deal with the root cause.

It's not a perfect world so you've got to do what you've got to do.
